Colin Foley

Colin Foley is the Chief Service Planning and Schedules Officer at the Southeastern Pennsylvania Transportation Authority (SEPTA), where they oversee a team of 30 professionals focused on service planning, GIS, and timetabling for various transit modes. Previously, Colin served as Deputy Associate Director at Imperial College London's Transport Strategy Centre, leading benchmarking initiatives for North American light rail systems and advising on business development in the rail market. Their earlier experience includes roles as a Principal Transportation Planner for New York City Transit, where they managed significant planning studies, and as a Transit Planner at VHB, where they led various transit studies. Colin holds a Master’s degree in City/Urban, Community and Regional Planning from the University of Pennsylvania and a Bachelor of Arts in History from Boston College.
