Jim Orr, MPA, is a seasoned leader and retired U.S. Army Infantry Officer with over 40 years of combined military and civilian experience in operations, leadership development, and program management. Currently serving as Task Order Lead at Serco for the Joint Staff J7 Deputy Directorate for Joint Training and Exercises, Jim directs over 180 contractors and collaborates with senior government officials on critical defense initiatives. A Distinguished Military Graduate from Virginia Tech, Jim transitioned to senior civilian roles after more than two decades of honorable military service, which included combat tours and advisory roles in the Afghan and Iraq Ministries of Defense. Jim is actively involved in several veteran organizations and has been recognized for expertise in capability development and strategic planning. They also work as a licensed REALTOR® with Howard Hanna Real Estate Services.
