Matthew Bailes

Matthew Bailes serves as the Chief Executive at SettleParadigm since 2025 and has held various prominent roles in public service and housing sectors. His previous positions include Chief Executive of Paradigm Housing Group from 2015, where responsibilities encompass managing a housing portfolio of around 14,000 homes, and Executive Director of Regulation at the Homes and Communities Agency from 2012 to 2015, overseeing the regulation of social housing providers in England. Earlier in his career, Matthew Bailes was the Head of Fire Service Reform in the Office of the Deputy Prime Minister, leading reforms during the national firefighters' strike. Additional roles include senior positions in affordable housing policy at the Department of Communities & Local Government and regional policy at the Department of Environment, Transport & the Regions. Matthew Bailes holds a degree in Politics from the University of Leicester and an MBA from Cambridge Judge Business School.
