Tim Leonard

Tim Leonard has a diverse range of work experience in project controls cost engineering, construction estimating, and project estimation. Tim is currently working as a SR. Project Controls Cost Engineer at Sigma Science, Inc. since December 2022. Previously, they worked at Atkins Nuclear Solutions US as a Sr. Project Controls Cost Engineer from January 2017 to December 2022, providing oversight to UPO and NNSA for the UPF project in Oak Ridge. Before that, they served as a Construction Estimating Manager at Street Legal Industries, Inc. from May 2015 to November 2016. Prior to that, Tim worked as a Sr. Estimating Consultant/Project Controls Specialist for various DOE facilities from June 2009 to May 2015, handling projects ranging from D&D work to the Uranium Processing Facility. Tim also worked as a Project Estimator at Sequoyah Limited LLC from December 2007 to December 2008, where they were responsible for soliciting and submitting construction bids for projects primarily focused on leisure, retail, and office sectors, and building subcontractor relationships. Before that, Tim worked as an Estimator at Balfour Beatty Construction and W.G. Yates & Sons Construction in 2006, and as an Estimator at Breakell General Contractors from 2004 to 2006.

Tim Leonard attended East Tennessee State University from 2001 to 2004, where they obtained a Bachelor of Science degree in Engineering Technology-Construction. Prior to that, they attended the University of Wisconsin-Madison from 1992 to 1994, where they did not obtain a degree but studied Business.
