Prior to that, Ryan worked at the US Environmental Protection Agency (EPA) from October 2010 to January 2017. Ryan served as the Senior Advisor/Chief Of Staff for Environmental Education, managing policies and grant programs, and as the Deputy Director of Scheduling, coordinating external briefings and ensuring meeting alignment.

Ryan's earlier experiences include roles such as Communications Manager at the International Association of Physicians in AIDS Care, Legislative Intern at the Office of Congresswoman Tammy Baldwin, Field Organizer at Obama for America, and Regional Field Organizer at the Human Rights Campaign.
