Scout Odegaard

Scout Odegaard is an accomplished public policy professional currently serving as the Public Policy Manager at the Greater Houston Partnership since September 2025. Previously, Scout held the position of Senior Advisor to Mayor John Whitmire for Boards and Commissions in the City of Houston Mayor's Office from January 2024 to August 2025 and worked as the Government Affairs Manager at the Greater Houston Builders Association from May 2022 to December 2023. Early career experiences include an internship at Whitmire & Munoz LLC, as well as various roles within higher education and governmental offices, including positions as Student Body Vice President at West Texas A&M University and Congressional Intern in Congressmen Mac Thornberry’s office. Scout holds a Master’s degree in Public Service and Administration from Texas A&M University and a Bachelor’s degree in Agricultural Communication/Journalism from West Texas A&M University.
