Elise Major Whiteford

Elise Major Whiteford, MPA, CFM, is a seasoned professional in public policy and emergency management, currently serving as a Technical Writer/Editor at Softek Services, Inc. since February 2024. Previously, Elise held various roles at the Baltimore City Office of Emergency Management from September 2017 to February 2024, including Planning Section Chief, Senior Planner, and Emergency Planner. Additional experience includes positions as a Research Analyst at the Schaefer Center for Public Policy, Deputy Finance Director/Director of Operations & Compliance for the Elizabeth Embry Mayoral Campaign, and Health Policy Analyst at the Maryland Department of Health and Mental Hygiene. Elise began in the public policy field as a Research Assistant and Graduate Research Fellow at the Schaefer Center for Public Policy. Elise holds a Master of Public Administration degree from the University of Baltimore and a Bachelor of Arts in Government & Public Policy from the same institution.
