Melissa Soper

Melissa Soper is an accomplished Senior Program Manager and Program Director currently overseeing a $180M CMS contract at Softrams, a Tria Federal Company, where responsibilities include managing over 10 Scrum teams to ensure successful delivery of contractual requirements. Prior experience includes a nearly two-decade tenure at Booz Allen Hamilton as a Senior Associate, where portfolio management included programs and contracts in the Navy Market Digital Solutions Team, with values ranging from $7M to $500M. Earlier in career, Melissa served as a Software Development Project Manager at Information Delivery Systems, leading the development of budget and financial reporting systems for the Space Science Division. Melissa holds a Master’s degree in Systems Engineering from the Johns Hopkins Whiting School of Engineering and a Bachelor of Science degree in Information Systems Management from the University of Maryland Global Campus.
