Thomas C. has over two decades of experience in program management and operations within both government and private sectors. Currently serving as the Director of Contracts and Director of Operations at Softrams since June 2016, Thomas C. is responsible for business development, program delivery, and operational oversight in a software start-up environment. Prior to Softrams, Thomas C. worked at Mathematica Policy Research from 2000 to 2016, where roles included Project Director and Principal Program Analyst, overseeing multimillion-dollar budgets and managing teams while ensuring client satisfaction and adherence to project objectives. Thomas C. holds a Master of Arts in Public Policy from the University of Delaware and a Bachelor of Arts in Economics from La Salle University.
