Raj De served as General Counsel at the National Security Agency, White House Staff Secretary and Deputy Assistant to the President, and Principal Deputy Assistant Attorney General in the Office of Legal Policy at the Department of Justice. Currently, he is a partner at Mayer Brown, leader of the firm’s Cybersecurity & Data Privacy practice, co-leader of the firm’s National Security practice, and a member of the firm’s Congressional Investigations & Crisis Management team. His practice focuses on cutting-edge legal and policy issues at the nexus of technology, national security, law enforcement, and privacy.

De’s congressional experience includes serving as Counsel to the National Commission on Terrorist Attacks Upon the United States (the “9/11 Commission”), following which he served as Counsel to a special bipartisan staff of the U.S. Senate Committee on Homeland Security and Governmental Affairs, where he was a primary drafter and negotiator of the intelligence reform legislation that implemented the 9/11 Commission’s recommendations for the appointment of a Director of National Intelligence and the establishment of a National Counterterrorism Center. De has a B.A. and J.D. from Harvard.
