Harvey Smith has extensive experience in program management and operations research within the Department of Defense. Currently serving as a Program Manager at Systems Planning & Analysis since October 2025, Harvey leads multi-year contracts and supports additional Combatant Command contracts. Previous roles include Program Manager at Group W, where responsibilities included ensuring the completion of Defense contracts, as well as Senior Wargame Designer and Operations Research Analyst, designing methodologies for military wargames. Additionally, Harvey served as a Senior Operations Research/Wargaming Analyst at the U.S. Army Center for Army Analysis and held various analytical positions within the Joint Staff and Army headquarters, focusing on strategic wargaming and manpower forecasting. Educational qualifications include a Master of Science in Operations Research and an MBA in Finance and International Business from the University of Delaware.
