Sean Donaghay

Sean Donaghay is a Military Operations Analyst at Systems Planning and Analysis, Inc. since December 2023 and a PMP Candidate at Syracuse University. Previous experience includes serving as a Strategic Planner at the Office of the Chief of Naval Operations (OPNAV) from September 2021 to August 2023 and in various roles at The Joint Staff from June 2018 to September 2021, including Deputy Division Chief and Branch Chief. Sean also contributed as a Submarine Readiness Analyst on the OPNAV N43/N83 Staff from July 2015 to July 2017, managing US Navy submarine readiness assessment and operational planning. Earlier positions include Executive Officer on the PCU WASHINGTON (SSN-787), Requirements Officer for VIRGINIA Class submarines, Engineering Officer on the USS Kentucky (SSBN 737), Operational Test Director for the Commander Operational Test and Evaluation Force, and Division Officer on the USS Minneapolis–Saint Paul (SSN-708). Sean earned a Master of Science in National Security Strategy from the National War College and a Bachelor of Science in Ocean Engineering from Virginia Tech.
