Thomas Ray

Thomas Ray is a maritime analyst at Systems Planning and Analysis, Inc. since April 2023, with a strong background in technical advisory roles within the energy and defense sectors. Prior experience includes positions as a Technical Field Advisor/Consultant at GE and FieldCore, managing teams for steam turbine operations, troubleshooting, and project execution. Thomas held a Senior Project Manager role at Jacobs, overseeing project control and compliance in the defense industry, and served as Deputy Program Manager for Training at Commander Submarine Group Seven NACCC. A veteran of the US Navy, Thomas excelled in various submarine operations and leadership positions over two decades. Thomas holds an M.B.A. from the University of Phoenix, a graduate degree in Nuclear Engineering from Naval Nuclear Power School, and a BA in Economics from the University of Oklahoma.
