Will Higgins

Will Higgins is currently a Technical Lead at Systems Planning & Analysis, working on establishing a Trilateral Submarine Industrial Base as part of the AUKUS Trilateral Security Partnership. Previously, Will served as a Midshipman in the US Navy from 2014 to 2018 and held positions at the Office of Naval Research. Will managed numerous high-stakes programs, including a multi-$100M project, ensuring successful outcomes through rigorous risk management and team leadership. Will holds a Master of Science in Mechanical Engineering from Johns Hopkins University and a Bachelor of Science in the same field from Penn State University.
