Previously, Kelly served as an Installation Restoration Program Manager for the US Navy, where they managed environmental restoration projects and ensured regulatory compliance. Kelly also worked as an Associate and Senior Hydrogeology Consultant at Golder, providing technical leadership in hydrogeologic modeling and mentoring junior staff while co-founding a group focused on women's professional development. Kelly earned a PhD in Geological Engineering from the Colorado School of Mines and a BS in Geology from Old Dominion University.
