Ted Devens is an accomplished engineering and project management professional with extensive experience in transportation and environmental planning. Currently serving as the National PEL Program Manager and Special Projects Consultant at Stantec Consulting since August 2016, Ted leads the National Planning and Environment Linkages (PEL) Team, advising regional project teams and state Department of Transportation (DOT) clients. Prior roles include Deputy Director at the NCDOT Division of Aviation, where aviation infrastructure development was managed, and Senior Transportation Engineer/Manager for NCDOT, overseeing significant highway projects. Ted's experience also includes key leadership positions at NC State University and KCI Technologies, along with a foundation in military engineering with the US Army Corps of Engineers. Ted holds a BS in Civil Engineering from the United States Military Academy at West Point and an MCE in Civil/Environmental Engineering and Public Administration from North Carolina State University.
