Robert J. Ingram

Robert Ingram retired from New York City’s Fire Department as Battalion Chief after a storied career of 36 years. Chief Ingram was assigned to the Hazardous Material Operations Command, where he served as Executive Officer prior to September 11, 2001. Following the events of 9/11, he was promoted to be Chief in Charge, leading the six-year rebuilding program of the FDNY Haz-Mat Operations Division.

In 2007, Chief Ingram was assigned to the FDNY Center for Terrorism and Disaster Preparedness, where he established, developed, and managed the WMD Branch Office until his retirement in 2017. Chief Ingram represented the FDNY on Local, State, and Federal WMD Preparedness, Prevention, Response, and Recovery working groups and committees. Chief Ingram continues to participate on NFPA and other Standards development committees for hazardous materials response and the Inter Agency Board (IAB) for WMD First Responder Challenges.

Chief Ingram is a national instructor in hazardous materials privately and for the International Association of Fire Fighters since 1994. He is a member of the International Association of Fire Chiefs and served as a member of their Hazardous Materials Committee for nine years. Chief Ingram holds a bachelor’s degree in Fire and Emergency Management and a master’s degree in Homeland Defense and Security from the Naval Post Graduate School.
