Sterling Environmental Engineering, P.C., a professional corporation founded by Mark P. Millspaugh, P.E. in July 1993, is in its second generation of family ownership with Andrew M. Millspaugh, P.E. joining in 2017 and taking over as president in 2026. STERLING provides a wide range of environmental consulting and professional engineering services to the public and private sectors. STERLING works as a value-added team member with our public and private clients by assisting them navigate the regulatory system and completing their projects in an environmentally sound manner, on time, and within budget.

STERLING is located at 24 Wade Road, Latham, New York, convenient to both the Central Office of the New York State Department of Environmental Conservation (NYSDEC) and the NYSDEC Region 4 office.

STERLING manages projects involving solid and hazardous waste management and permitting, brownfield development, third-party cost estimates, environmental impact analysis, site investigations and remedial plans, construction management, expert testimony, litigation support, and environmental compliance and permitting.
