David Foerter

David Foerter has a diverse work experience spanning several industries and roles. David started their career as an intern/co-op at the US Department of Agriculture in 1983 and then went on to work as an intern with the US EPA Chesapeake Bay Program and as a Program Development Manager of Air/Solid Waste & Recycling Programs at the Metropolitan Washington Council of Governments.

In 1993, Foerter joined the Ozone Transport Commission as a Deputy Director/Program Development Manager, where they played a crucial role in petitioning the US EPA for regional NOx control programs and worked on emission control technologies and strategies. David remained with the Ozone Transport Commission until 2000.

Foerter then became the President and CEO of ESI Global Inc. and later worked as the Executive Director of the Institute of Clean Air Companies from 2000 to 2012. In these roles, they provided full client services, managed operations and resources, and offered strategic consulting to increase membership and advocacy visibility. David also served on federal advisory committees and stakeholder work groups.

From 2014, Foerter served as the Executive Director of the Ozone Transport Commission, overseeing policy and technical management support and serving as an expert on emission control technologies and programs.

Currently, Foerter is working as a Managing Director at Clean Strategies Group LLC and as a Consultant at Clean Strategies Group since 2019. In these roles, they provide strategic consulting and advises on clean air initiatives.

Throughout their career, Foerter has demonstrated a strong commitment to clean air policy and has been actively involved in industry-related conferences and forums. David has also contributed to the development of branding, website development, and the growth of company membership.

David Foerter attended the University of Maryland from 1987 to 1990, where they pursued an MS (ABT) in Marine Estuarine Environmental Sciences. David'sstudies focused on toxicology, botany, microbiology, and environmental sciences. Prior to that, they completed a Bachelor of Science degree in Microbiology at the University of Maryland.
