Tom Oxley

Tom Oxley holds extensive experience in bid management and proposals, currently serving as Head of Bids and Proposals at Systems Engineering & Assessment Ltd since July 2022. In addition, Tom has been a Director at Wilson Oxley Ltd since January 2018. Previous roles include Senior Bid Manager at Carillion and Babcock International Group, Tender Manager at Manheim, and Solution Development - Bid Planner at UnitedHealth Group. Earlier in the career, Tom worked as a Senior Communications Officer at Defence Equipment & Support (DE&S), where contributions included the development of the Typhoon communications strategy and authoring ministerial speeches. Tom’s career also encompasses project management at Defence Equipment and Support from 2002 to 2008. Educational background includes attendance at York Sixth Form College and Fulford Comprehensive School in York.
