Arthur Soto has extensive experience in both education and information technology. Currently serving as a Commissioner for the Passaic Board of Education since April 2017 and holding leadership roles at Tata Consultancy Services as President and Vice President while managing the Security Operations Specialist function since January 2016, Arthur oversees access for over 4,200 users across multiple campuses. Additionally, Arthur has been with Horizon Blue Cross Blue Shield of NJ in IT Service Desk since October 2002, providing support for VPN access. As Chairman of the Passaic City Redevelopment Board since September 2012, Arthur plays a pivotal role in the redevelopment of key city areas. Previous civic involvement includes serving as Commissioner on the Passaic County Board of Elections and Chairman of the Passaic Parking Authority. Arthur is pursuing a Bachelor's degree in History from Rutgers University and a Master of Divinity in Theological and Ministerial Studies from Regent University.
