Phillip Allen

Phillip Allen is an Associate at Technical Assistance Collaborative, Inc. and an Adjunct Instructor at Southern Maine Community College. Formerly, Phillip worked as a Program Director at Preble Street and as a HPRP Housing Counselor at the City of Portland, Maine.
