Robert Baer

Robert Baer is the Municipal Budget Director at the City of Tempe, a position held since 2025. Previously, they served as the Budget Manager for the City of Avondale from 2019 to 2025, and as the Budget Coordinator and Senior Budget Analyst at the City of Mesa between 2014 and 2019. Robert's earlier experience includes work as a Budget Analyst and Management Assistant I at the City of Mesa, where they focused on revenue forecasting, financial modeling, and performance measurement. They hold a Bachelor's Degree in Political Science and Economics and a Master's Degree in Public Administration from Arizona State University.
