The Productivity Project is a national research and policy initiative examining how Canada can better develop, recognize, mobilize, and renew human capital to strengthen productivity, opportunity, and long-term prosperity.

The Project is a cross-sector collaboration involving the Alberta Centre for Labour Market Research, the Alberta Chambers of Commerce, Mount Royal University, the University of Calgary’s School of Public Policy, Canada’s Productivity Initiative, and the LearningCITY Collective. Together, these partners bring research, policy, business, postsecondary, labour-market, and community expertise to one central question:

How can human capital drive Canada’s productivity?

Canada’s productivity challenge is often discussed through the language of capital investment, technology adoption, innovation, competition, and firm performance. These are essential parts of the conversation. But productivity also begins with people: their knowledge, skills, judgment, experience, adaptability, creativity, and capacity to generate value in changing economic conditions.

The Productivity Project focuses on the systems that connect learning to work, capability to opportunity, and human potential to economic value. Our work examines the conditions that help people build, demonstrate, apply, and renew their capabilities across a working life. This includes the formal education system, workplace learning, career pathways, credential and recognition systems, regional labour-market infrastructure, and the changing relationship between employers, learners, institutions, and communities.

The Project builds on more than a decade of research, policy development, and cross-sector collaboration focused on learning, work, skills development, workforce adaptation, recognition systems, and human capital mobilization. Today, it serves as a national platform for evidence-informed analysis, practical policy ideas, public engagement, and cross-sector dialogue.
