Owen Randall is a retired Chief Engineer who managed the Engineering Division of the Water Utility for the City of Fort Collins from 1979 until May 2019. With expertise in the design and construction of water, wastewater, and stormwater capital projects, Owen specialized in utilizing the Alternative Product Delivery System (APDS) for over 20 years. Owen earned a Bachelor of Science degree in Civil Engineering from Colorado State University between 1972 and 1976.
