Barry Black is a Senior Project Manager with over 30 years of experience in civil engineering and project management. Currently serving as the Assistant County Engineer for Guadalupe County, Barry reviews construction plans and develops regulations in support of county development. Previously, Barry held senior roles at TTL, Inc., SES Energy Services LLC, and other organizations, managing complex projects for both private and government clients. Barry earned a Bachelor's degree in Civil Engineering from the University of Tennessee-Knoxville.
