Simon Packer

Simon Packer is an experienced planning professional with over 30 years in the field. Currently serving as Director at Turley since January 2000, Simon manages complex planning applications with a focus on residential projects and provides strategic advice to secure permissions, while also acting as an Expert Witness at Public Inquiries and conducting strategic promotions at Examinations. Previous roles include Development Control Team Leader and Principal Development Control Officer at West Berkshire Council, where Simon led teams and handled large-scale applications within the M4 corridor. Earlier positions at Winchester City Council involved planning policy assessment and development control, and Simon began a career in planning as a Planning Assistant at Gosport Borough Council. Simon holds a BA Hons in Town & Country Planning from Oxford Brookes University.
