David Black

David Black, PE, is a seasoned engineer with extensive experience in the electric utility sector. Beginning a career as a Steam Plant Operator and progressing through roles such as Instrument and Controls Technician and Electric Distribution Engineer at Pacific Gas and Electric Company, David ascended to leadership positions, including Electric Distribution Engineering Supervisor and Manager of Electric Reliability. As CFO and Co-owner at Pacific Power Engineers, Inc., David contributed to the financial management and operations of the company. More recently, in a consulting capacity at Ulteig, David served as Senior Program Manager and Associate Director for the California Department of Water Resources, overseeing large pumping and power plant facility projects. David holds a Bachelor’s degree in Electrical Power Engineering from California State University-Sacramento, graduating cum laude.
