Rick Menchaca is a seasoned professional in public finance with extensive experience spanning over three decades. Currently serving as the Senior Vice President and Manager for the Texas Region at UMB Bank since March 2019, Rick has played a pivotal role in more than 350 bond transactions, totaling over $12 billion in par value. A Life Member of the Texas City Management Association since 1988, Rick has held various leadership positions, including President of the West Texas Region and Secretary/Treasurer of the Central Texas Region. Previous roles include Managing Director Investment Banker at BOK Financial Securities and City Manager for both the City of San Marcos and City of Midland. Rick’s educational background includes a Master of Public Administration from Texas Tech University and a BA in Government/Finance from Angelo State University.
