Rosa Vélez is a seasoned lawyer and public policy professional dedicated to enhancing social protection systems and adaptive risk financing on multiple levels. Currently serving as the National Coordinator for Inclusive Insurance and Risk Financing at UNDP Mexico, Rosa leads initiatives that integrate risk financing and social protection to promote resilience, gender equity, and climate sustainability. Previously, Rosa directed federal resource mobilization in Aguascalientes and co-drafted significant reforms in Mexico’s Congress, including the establishment of the National Cancer Registry. A dual national of Mexico and Colombia, Rosa is fluent in Spanish, English, and French, and has co-founded Incubadora Míticas, a women-led social enterprise that fosters gender equity across Latin America. Rosa holds a Bachelor of Laws and a Master of Laws from Universidad Panamericana, and a Master of Public Policy from the London School of Economics, where they were a Chevening Scholar.
