Emily Decker, MPH, is a Measurement, Evaluation and Learning Director at Upstream USA. Emily leads state-level monitoring activities to measure progress and outcomes at health centers implementing Upsteam’s quality improvement model.

Emily spent nearly a decade in the federal and non-profit sectors, focusing on increasing access to reproductive health and family planning services for underserved populations. As a Health Scientist with the U.S. Department of Health and Human Services/Office of Population Affairs, she led two data-focused initiatives: one to improve the quality and capture of family planning data using interoperable technologies and standardized data elements, and one to collect data annually from the Title X Family Planning Program network. Prior to joining HHS in 2014, Emily worked in international development and championed women’s empowerment initiatives at World Wildlife Fund, Inc.
