Patrick O'Connell, Ph.D., serves as the Chief Digital Transformation Officer for the US Navy, where they lead the transition to a Digital Service. Previously, O'Connell held various executive roles, including President of Health, Defense and Civil Sectors at BT, where they drove significant transformations in the UK healthcare system, and CEO of AQUILA Air Traffic Management Services, modernizing air traffic control processes. With a strong background in large-scale organizational change, they were also President of Transformation and Major Programs at Serco, managing substantial divisions to enhance operational performance. O'Connell earned a Doctor of Philosophy in Computer Science from The George Washington University, where they are currently studying.
