Seth M.B.A, DoD FM3, is a Senior Portfolio Manager on the Navy staff, overseeing a ~$35 billion/year undersea warfare portfolio consisting of over 80 programs. They manage a team to develop funding and risk allocation recommendations for executive leaders in the DoD's PPBE process, preparing the President's annual budget submission to Congress. A graduate of the United States Naval Academy, Seth served as a naval officer and held various roles, including Financial Manager and Undersea Warfare Analyst, as well as Senior Analyst at Kratos Defense and Security Solutions. They earned an MBA from George Mason University's Costello College of Business.
