Cesar Vinas has extensive work experience in technology innovation, engineering, and software development. Cesar started their career as a Systems Analyst & Software Developer, where they worked with clients to analyze their processes and implemented software solutions. Cesar then worked as a Senior Technical Lead, managing a team and developing health information and patient monitoring systems. Cesar also worked as a Business Analyst, Senior Director of Software Engineering, and Manager of Technical Product Development at Voxiva, where they contributed to the development and integration of various platforms. Cesar joined Wellpass in 2017 as the Senior Director of Software Engineering, responsible for integrating and designing data bridges between two platforms. Cesar is currently working at USO as the Senior Director of Technology Innovation & Engineering.
Cesar Vinas completed their Bachelor of Science in Computer Systems Engineering from Universidad Privada del Norte from 1995 to 2000. Cesar also obtained certifications such as Certified Scrum Master from Scrum Alliance in 2008 and Microsoft Solution Developer .Net from CIBERTEC in 2005. In addition, they have acquired numerous other certifications, including those related to data warehousing, cloud engineering, servant leadership, IT automation with Python, big data, and mobile application programming.

The USO is for the people who serve. Strengthening the well-being of the people serving in America’s military and their families. Since 1941, the USO has strengthened America's military service members by keeping them connected to family, home and country, throughout their service to the nation. From the moment they join, through their assignments and deployments, and as they transition back to their communities, the USO is always by their side. We are the Force Behind the Forces. We currently operate more than 250 USO centers at or near military installations, including in combat zones, MEPS centers, several airports, and even un-staffed USO service sites in places too dangerous for anyone but combat troops to occupy. We serve the American Armed Forces - specifically, U.S. Active, Reserve, and Guard service members and their families through a wide arrange of programs and entertainment. The USO is a congressionally chartered, private organization that relies on the generosity of individuals, organizations and corporations to support its activities, and is powered by a family of over 30,000 volunteers to accomplish our mission. The USO is not part of the federal government.
