Ethan Ellsmere

Ethan Ellsmere is a Senior Technology Policy Fellow at USTelecom, where they lead ISP stakeholder coordination and serve as a specialized advisor on international intellectual property and emerging AI policy. Previously, Ethan worked as a Data & Insights Analyst for UNDP Tanzania’s FUNGUO project, focusing on innovation financing and policy development. They also held positions as a Principal Researcher at the Balsillie School of International Affairs, contributing to critical research on Canadian innovation governance, and as a Junior Policy Analyst at Global Affairs Canada, where they coordinated AI engagement strategies and developed policy briefs. Ethan holds a Master of International Public Policy from the Balsillie School.
