Philip Brooks

Philip Brooks is an executive leader focused on affordable housing development and financing. They currently chair the Board of Directors at the Virginia Community Development Corporation and serve as Senior Program Officer, Lending at LISC Virginia, directing tax credit equity funds and promoting affordable housing and community economic development (with $725 million of LIHTC invested and 240 multifamily projects funded). They previously served on the Board of Directors of the Virginia Council on Economic Education, including a tenure as Chairman from 2012 to 2022. They held leadership roles across several organizations, including Director at Fannie Mae (1992–1996), Senior Vice President at Berkadia (1995–2011), Senior Vice President at Walker & Dunlop (2011–2013), Managing Principal of SELECT LIVING LIMITED (2013–2019), Portfolio Advisor at NRV VC (2015–2019), and Board member at Sonida Senior Living (2010–2022). Brooks earned graduate studies in Information Systems Management at The George Washington University (1981–1982) and a Bachelor of Science in History & Political Science from the University of Tennessee (1976–1981).
