Lead For Modernization Of U.s. Agency Development And Test Environment, Systems Engineering Manager at Vencore, Inc.

Arthur Borst has extensive work experience in various roles and positions. Arthur started their career as a Software Engineer at Transitek, a division of National Softworks, from June 1983 to August 1984. Arthur then joined Lockheed Martin as a Software Engineer from August 1984 to December 1987.

At Lockheed Martin, Borst held multiple roles including Lead Systems and Software Engineer for the National Geospatial Intelligence Agency (NGA) 62X programs from January 1988 to January 1995. Arthur also served as the Associate Chief Engineer for the US Army Corps of Engineers Topographic Engineering Center (CTIS) program from February 1995 to February 1997.

Borst continued their career at Lockheed Martin as a Staff Systems Architect from February 1997 to October 1997. Arthur then became the Manager of Graphical User Interface (GUI) Engineering from November 1997 to March 2003, where they managed up to 50 GUI designers, developers, and software architects working on aerospace and satellite ground systems.

From March 2006 to August 2009, Borst worked as the Specialty Engineering and Human Factors Lead on the Transformational Communications Satellite (TSAT) Mission Operations System (TMOS) contract for the US Air Force. Arthur successfully resolved proposal deficiencies in Human Factors Engineering and became the technical lead for Specialty Engineering.

Arthur joined The SI Organization, Inc. (now Vencore) as an Information Systems Security Engineer (ISSE)/Systems Architect from January 2010 to May 2012. Arthur performed process analysis and risk mitigation assessment for a major NSA program and briefed technical seniors and senior management about findings.

At Vencore Inc., Borst worked as the Lead Systems Engineer/Systems Architect for the Enterprise Systems Engineering and Architecture (ESEA) contract supporting the National Security Agency (NSA) from June 2012 to October 2013. Arthur was responsible for the technical supervision of six systems engineers and played a key role in requirements development and management.

In their most recent role at Vencore Inc., Borst served as the Lead for Modernization of U.S. Agency Development and Test Environment, Systems Engineering Manager, starting from August 2016. Arthur led the modernization and automation integration for a large federal agency's Cybersecurity Protection System and provided technical advice for enhancement projects.

Throughout their career, Borst has demonstrated expertise in requirements development, systems engineering, human factors engineering, cybersecurity, and specialty engineering.

Arthur Borst earned a Bachelor of Science (BS) degree in Computer Science, Chemistry Double Major from Moravian University between 1978 and 1983. Arthur later pursued a Master of Science in Engineering (MSENG) degree in Software Engineering at Penn State Great Valley from 1990 to 1997. In addition to their degrees, Borst obtained several certifications throughout their career, including SAFe Agilist from Scaled Agile, Inc. in October 2015, Qualified Ethical Hacker (QEH) from Security University in June 2015, ISSAP from (ISC)² in January 2012, and CISSP from (ISC)² in April 2011.
