Founded in 1969 Vigilantes became the first sole provider of protection services to all federal government agencies and their respective facilities throughout Puerto Rico and the US Virgin Islands. The extensive and complex contract specifications required to support the firm's contract obligations to the Department of the Army and Navy, US Marshalls service and Drug Enforcement Administration, FAA and other agencies required higher operational standards and a robust infrastructure that included establishing a rigid employment screening and selection process, multifaceted training and career development programs and compliance management.

The experience with the Federal Government proved invaluable as the company entered the private security market and radically changed the local industry performance standards available at the time.
