Paul Foley (MBA, MS, RPh) is a Visante Sr. Vice President. Among his accomplishments is the creation and early development of the firm’s Hospital & Health Systems Practice. He has also been instrumental in the development of its International Practice.
Over the course of a career of more than 25 years, Paul has successfully led the development, marketing and operational management of programs that enhance healthcare quality and improve organizational profitability in several sectors of the healthcare industry. This includes a special understanding of payers, providers and vendors as they relate to health-systems management and direct patient care.
Prior to joining Visante, Paul was Vice President, Business Development for Allscripts, a leading provider of point-of-care decision support solutions for physicians. At Allscripts, he was responsible for establishing strategic business relationships with Pharmacy Benefit Management (PBM) companies, large managed care organizations, pharmaceutical manufacturers, retail pharmacies chains, and connectivity players.
Before this, he was Senior Director, Clinical Product Development & Management, for Express Scripts. In this position he developed and managed the company’s clinical products which included more than 100 programs representing over $20 million in revenue from pharmaceutical manufacturers. As Express Scripts acquired Diversified Pharmaceutical Services (DPS), Paul was able to reorganize and integrate each company’s clinical products in addition to overseeing formulary compliance, drug utilization review, prior authorization, physician profiling, and disease management.
Paul came to Express Scripts from DPS where he was Senior Director, Pharmaceutical Cost Management. In addition to his responsibilities for formulary compliance and drug utilization management, he was involved with benefit design, operations and fulfillment, results measurement and reporting, analytics, predictive modeling, and consulting services. He was credited with building DPS’ Value Integrated Programs (VIP) product line that created new operational capabilities and added $10 mm in new revenues in its first two years of operation. Over the course of his career at DPS, he was responsible for market research, strategic planning, and the development and management of a number of new business lines. As a mark of recognition, Paul was presented the President’s Award in 1998.
Prior to his work with PBMs, Paul managed Ambulatory Pharmacy Services at Shands Hospital at the University of Florida. He designed, developed, and implemented comprehensive pharmacy services in Shands’ specialty areas and clinics, growing revenues from less than $1 million to greater than $7 million annually. He also devised a plan for the ambulatory pharmacy that reaped $400,000 in cost savings and revenue enhancements.
Paul Foley earned a BS in Pharmacy, an MS in Hospital Pharmacy Administration and an MBA from the University of Utah. He has been active in the Academy of Managed Care Pharmacy and Pharmaceutical Care Management Association and has published a number of papers in the professional literature.
