Jeff Otieno

Jeff Otieno is a dedicated Monitoring and Evaluation (M&E) Specialist with a strong background in implementing M&E systems across various organizations. Presently serving as the Monitoring Evaluation, Research and Learning Manager at VSO, Jeff leads evidence-based data collection and supports project staff in effective methodologies. Previously, Jeff held roles at Safaricom PLC and HOPE worldwide Kenya, where responsibilities included developing M&E frameworks, conducting assessments, and preparing comprehensive reports. Jeff earned a Bachelor of Arts in Development Studies from Kampala International University in 2009.
