Warmer Homes London brings together London’s councils, the Mayor of London, housing associations, builders, community energy groups, and training organisations to improve the energy efficiency of Londoners' homes. 

London faces a significant challenge. With 3.7 million homes in need of upgrades, the city has some of the oldest and least energy-efficient housing stock in Europe. Homes lose heat three times faster than those in Germany and are increasingly vulnerable to overheating in summer. Around 10% of Londoners live in fuel poverty, making this not just an environmental issue, but a social one.

The fragmented system of delivery means that boroughs, housing associations and contractors are often competing against each other, with high costs and not enough skilled workers.​

Through a collective partnership approach, Warmer Homes London is designed to address these challenges head-on: helping to deliver homes that are greener, healthier and more affordable to heat.
