Thomas Lowe

Thomas Lowe is a highly experienced policy advisor with a strong background in public policy and communications. Currently serving as a Principal Policy Advisor at Which? since February 2024, Thomas previously held the position of Head of Policy and Communications at the Digital Poverty Alliance from November 2022 to March 2024. Additionally, Thomas worked at the Collab Group as Director of Policy and Marketing and as an External Relations Coordinator from April 2016 to October 2021. Prior experience includes a role as Development Coordinator for the New Models of Care Programme at NHS England from March 2015 to March 2016. Thomas holds an MSc in Public Policy and Management from King's College London, a degree in Political Science and Government from the University of Birmingham, and several other qualifications in journalism and digital marketing.
