Billy Spann

Billy Spann is an experienced telecommunications professional currently serving as Director of Fixed Wireless and Cable Networks at Windstream since January 2019. In this role, Billy oversees planning, performance, and operations support for Kinetic fixed wireless and hybrid fiber-coax networks. Previously, as Staff Manager for Fixed Wireless Engineering, Billy led a team in designing and testing LTE and 5G networks, while providing technical guidance to executive leadership. Additionally, as a Research Fellow at COSMOS, Billy explores social computing and network science. With a robust background at Verizon Wireless, Billy held several key engineering positions focused on RF planning, performance, and optimization. Educational credentials include a Ph.D. and MS in Computer and Information Science, alongside multiple degrees in Electrical Engineering and business from the University of Arkansas system.
