Toby Galloway

Toby Galloway is the Chair of the Securities Litigation and Enforcement Practice at Winstead PC since January 2018, providing expertise in securities litigation and regulatory compliance, including matters related to the CARES Act Paycheck Protection Program and various SEC investigations. Prior to this role, Galloway served as a Partner at Kelly Hart & Hallman LLP, achieving a unanimous jury verdict in a significant securities fraud case. Galloway's prior experience includes roles at the United States Securities and Exchange Commission, where oversight of litigation and investigation into numerous securities law violations was conducted, and as an Associate at Locke Lord LLP. Galloway holds a Doctor of Law (JD) from The University of Texas School of Law and a B.B.A. in Finance from The University of Texas at Austin.
