David Armstrong is an experienced Solutions Architect and Principal Consultant currently leading the Collaboration and Applications Development (CAD) practice on the east coast for WinWire Technologies Inc. Since May 2025, David has worked as an Independent Contractor and has been with WinWire Technologies since May 2016. Prior consulting roles include work with Bradford Consultants LLC, ECRI, Comcast, and Judge Consulting Group, where David served as CTO. David's career spans various projects, including the development of a rules editor and rules engine for the IEP project at PJM Interconnection. David holds a Bachelor of Science in Computer Science from West Chester University of Pennsylvania, obtained between 1987 and 1991.
