Joan Powers is an independent consultant specializing in internal governance issues for public international organizations in Europe and Asia. Since 2022, Joan has served as a member of the Administrative Tribunal for the European Bank for Reconstruction and Development. Additionally, Joan chairs the WIPO Appeal Board and is a member of the Appeals Tribunal for Gavi. With over 25 years of experience in international administrative law, Joan previously held the position of Assistant General Counsel at the International Monetary Fund from 1984 to 2009. Joan earned a J.D. from the University of Pennsylvania Law School and an A.B. in History from Brown University.
