Jeff Borowiec, Ph.D., C.M., currently serves as the Aviation Program Director for Statewide Planning and Emerging Technologies at Woolpert. They possess extensive experience in aviation and public administration, having worked as a Senior Research Scientist and Aviation Practice Leader at the Texas A&M Transportation Institute from 1995 to 2022. Previously, Jeff held managerial and staff roles at Island Express Helicopters and the Municipal Management Assistants of Southern California. They earned a Bachelor of Science in Aeronautical Technology from Arizona State University, followed by a Master of Public Administration from California State University-Long Beach and a Doctorate in Urban and Regional Science/Transportation from Texas A&M University.
