Joyce Wilson has extensive work experience in executive roles. Joyce served as the CEO of the Upper Rio Grande Workforce Development Board from June 2014 onwards. Prior to that, they were the City Manager of El Paso, TX from August 2004 to June 2014. Before their time in El Paso, they worked as the City Administrator in Yuma, AZ from July 1994 to September 2002.
Joyce Wilson attended Harvard University from 1988 to 1989, where they pursued a Master of Public Administration (MPA) degree in the field of Fiscal Policy and Economics. Prior to that, from 1984 to 1988, they studied at Virginia Commonwealth University, earning a Bachelor of Science (BS) degree in business and economics.
