Joseph Black

Joseph Black serves as the Senior Vice President and Director of Rail Operations, Service Planning, and Corridor Development at WSP since February 2023, leading initiatives in intercity passenger rail corridors and overseeing the Rail Operations & Service Planning group. Prior experience includes roles such as Senior Program Manager at Jacobs, where expertise was provided in rail operations and program management for significant projects like the Silver Line Phase 2. Joseph's background also includes positions at Network Rail Consulting, Lone Star Rail District, SYSTRA Consulting, and Northern Indiana Commuter Transportation District, with a focus on rail operations, project leadership, and emergency medical services earlier in the career. Joseph holds a B.A. in Political Science from Villanova University and an M.S. in Transportation from the University of Pennsylvania.
