Wayne Magruder is a highly experienced IT Security professional with over 12 years of experience in the field. From 2008 to 2011, they worked as a Consultant at Deloitte, where they conducted re-test of failed security controls to officially close-out documented Plan of Actions and Milestones (POAMs). Wayne also advised System Owners and Administrators on NIST guidance and publications, as well as performed risk assessments on U.S. systems. From 2011 to 2015, they worked as an IT Security Manager at the FDA, where they briefed clients on the SA&A Process and ST&E Testing Procedures, conducted interviews and POA&M mitigation. Wayne also provided oversight and monitoring of Information Security activities, tracked and monitored statistics related to meeting Federal and HHS compliance requirements, and worked with system owners to ensure audit trails were reviewed periodically and audit records were archived for future reference. Finally, from 2015 to present, they have been working as an IT Security Project Manager at 1 Source, Inc. Wayne acts as a subject matter expert (SME) to the ISSO of the Financial Operations Department (FOD), and is responsible for migrating the FOD TAS and MyPAA financial applications from NIST 800-53 Rev3 to Rev4. Wayne also performs security assessments on FOD legacy financial applications (4) at the FIPS moderate level, performs policy review and updates as required, and performs quarterly Development, Modernization, and Enhancement (DM&E) security related assessments. Wayne is also responsible for managing all electronic record compliance reporting via CSAM, which includes management/approval of security artifact updates of all authority to operated (ATO) security package contents.
Wayne Magruder attended Virginia State University from 1999 to 2003, studying Public Administration. From 2016 to 2018, they attended University of Maryland Global Campus, studying Cyber/Computer Forensics and Counterterrorism.
